Whether you’re a home owner, renter, business owner or simply someone who loves Downtown Frederick, you understand that this city’s wealth of historic buildings is what sets our community apart. To help answer some of the most common questions about the historic district, the City of Frederick Historic Preservation Commission and Downtown Frederick Partnership have created a series of general guides for residents, merchants and contractors who live and work here.
While these guides tackle many of the basics, we know that each project is unique. If you ever have questions, the City of Frederick Planning staff is always happy to help! The City strives to safeguard its historical and cultural heritage through the preservation of historic sites, structures and districts. We are thankful for the participation of the community in helping us preserve and protect our historic city.

Neighborhood Advisory Council
The Neighborhood Advisory Council (NAC) is a forum for residents to become involved in identifying and recommending positive changes to improve their neighborhoods by enhancing communications with elected officials. It is the goal of the elected officials to work with residents to understand and address the issues that impact the quality of life in neighborhoods.

Frederick Tree Guide
Looking to plant a tree in Downtown Frederick? The City of Frederick has created a Tree Guide to help you choose your trees, walk you through the planting process and give you tips on how to care for your trees. If you have any further questions, please email them to sustainability@cityoffrederickmd.gov.
Downtown Resident Parking
With a valid residential permit you can park along your street, any day of the week, without further charge for up to 48 hours. However, you must still adhere to the restrictions for sweeping and trash pickup night, as posted for each street. There are two types of Residential Parking Permits: Metered and Non-Metered.
Residential Metered Parking Permits allow you to park along eligible streets (listed on parkfrederick.org). Non-Metered permits allow you to park along only those streets that are not controlled by parking meters. If there are meters on your block, you may apply for either type of permit. Residential Trash Pick-up
All residential trash throughout the City of Frederick is collected through either automated (mechanical arm) or rear load (manual) trash collection.
- If your area is serviced by Rear Load Trash Collection, no special arrangements are necessary. Simply set your trash out to be collected once per week. Trash should be set out after 5pm and before 12 midnight on the evening preceding your collection day. To determine your collection day click here.
- For Automated Trash Collection, City issued trash carts only are accepted. Place carts as close as possible to the public street with metal bar facing toward the street so that the lid opens toward the street. Place no closer than three feet from any obstruction.
Collections are suspended on all holidays the City observes. If your collection day coincides with one of these holidays please put your trash out for collection on the next business day. Each residence may set out up to 180 gallons of refuse per collection, both trash cans and trash bags may be used. Downtown Frederick’s Top 5, April 28-30

It’s going to be a busy, busy weekend downtown, as we get to work to make our town shine, and have fabulous events as the cherry on our sundae. As a special additional event for this week’s Top 5, this Saturday is the Partnership’s Bring a Broom Saturday, an annual affair where hundreds, and we mean hundreds of folks volunteer to weed, mulch, sweep and make Downtown Frederick sparkle. There’s still time to volunteer, either as a group or solo artist, but don’t delay. We can always use extra hands, and of course, we’ll feed you lunch after you’ve mulched your little heart out. After all of that mulching, you’ll be ready for fun, and boy oh boy are we going to deliver! Ambassador Program Launches in Downtown Frederick

Downtown Frederick Partnership and the City of Frederick are excited to announce the new Downtown Frederick Ambassador Program, which marks a major step toward significantly improving the cleanliness of sidewalks and streets in the Downtown Frederick area and providing for continual proactive engagement with the public. Learn More about the Ambassador Program The Downtown Frederick Ambassador Program establishes a team of 4 to 6 full-time employees who will monitor and clean the downtown area from 7AM-10PM five days a week (Wednesday through Sunday). Ambassadors are paid professionals hired by Block by Block, a company that now serves more than 100 urban districts, parks and transit systems across the United States. Downtown Frederick Partnership contracted with Block by Block to administer the Downtown Frederick Ambassador Program. A soft launch of the program began on Friday, November 26 – Frosty Friday – in Downtown Frederick. Happy Stripe in Downtown Frederick

Over the past year, a bright red structure has snaked its way down the alleyway between JoJo’s and Vintage MC. Happy Stripe – with its curving lines, soaring heights and vivid color palette, has certainly made a statement on Patrick Street – bringing the alleyway to life and piquing the curiosity of those who wander by. Designed by artist Kiki Goti of SomePeople studio, Happy Stripe is a playful linear structure that aims to intrigue pedestrians and encourage them to pass through it. In addition to its strong visual presence, it also offers people the chance to interact with the structure through an augmented reality app that lets viewers challenge one another from their phones, tossing virtual balls into the nylon ropes that hang from the top of Happy Stripe’s steel frame. Happy Stripe is one of two projects installed through the Partnership’s unchARTed initiative – a project that increases connectivity between some of Downtown Frederick’s forgotten “between” spaces by activating alleyways with temporary public art installations. Maxwell Ave Fence in Downtown Frederick

Maxwell Ave is a highly-trafficked alleyway in the heart of Downtown Frederick. Providing a connection between the Carroll Creek Parking Garage, C. Burr Artz Public Library, Carroll Creek and Patrick Street – there are easily hundreds of people a day who traverse through this small piece of the city. To help brighten things up a bit, the Partnership and Hood College partnered together to repaint a fence… adding a bit of cheer along the way! Thank you to everyone involved! Especially to Dream House for helping us pick the color palette, The City of Frederick and National Museum of Civil War Medicine for letting us try something new with their fence, and to Hood College and members of our board for volunteering their time and labor! This meant pulling weeds, sweeping around the base of the fence, scraping off old paint and adding a fresh coat of primer. Diversity, Equity & Inclusion Community Outreach Summary

In 2020, the Partnership began a Diversity, Equity and Inclusion outreach effort guided by Dr. Denise Rollins with The Whole Heart Center. This effort started with 9 focus groups and included a community survey conducted in July 2021, which received 295 responses. As the Partnership works to make Downtown Frederick a welcoming place for everyone, we are very encouraged by the number of people who participated in the focus groups and survey, offering honest feedback about their experiences in Downtown Frederick. The input received to date provides a road map for the Partnership, both as we take on new projects and as we continue to learn more. The results of this initial outreach effort are summarized in the document linked here. Moving forward, we look forward to hearing from and partnering with community members – both new and old to the organization. Juneteenth is a holiday celebrating June 19, 1865, when those enslaved in Galveston, Texas were informed that they were free – two years after the Emancipation Proclamation of 1863. Feel Good Fridays

Celebrating self-care and wellness. Feel Good Fridays is a new health and wellness initiative offering free or low-cost outdoor exercise classes to the Downtown Frederick community. We’ve partnered with local fitness, health and wellness organizations to bring you a variety of classes every Friday this month — all you have to do is show up! All classes take place at the Carroll Creek Amphitheater (across the creek from the C. Burr Artz Public Library, between Carroll Street and Market Street). Have you heard of the term “third place?” For most, a third place is the place between home (first) and work (second). In his influential book The Great Good Place, Ray Oldenburg argues that third places are important for civil society, democracy, civic engagement and establishing feelings of a sense of place. According to Project for Public Spaces, there will never be a time when the work of establishing a third place is done. “Real-world communities are incredibly dynamic, ever-changing things. A public space cannot be finished any more than the city in which it resides can be. At their best, public spaces are the most tangible reflections of cities and neighborhoods and the people who make them special. Art on Main: Virtual Tile Project

Art on Main We have a virtual art project for our community… all ages and skill levels are encouraged to participate! More about the Art on Main project: This fall, the five Main Street communities of Frederick County — Brunswick Main Street, Main Street Thurmont, Middletown Main Street, Town of New Market and Downtown Frederick Partnership — will be installing temporary public art sculptures in each of our downtowns. The sculptures will be composed of brightly glazed mosaic tile designs and will be in place for one year. To help decorate our sculpture, we’re looking for 60 community members to draw their own unique flower designs between now and June 27. With Governor Hogan’s executive order prohibiting gatherings of 50+ people (changed to 10+ people on March 19) and the recent announcement from CDC recommending the cancellation of these events over the next 8 weeks, Downtown Frederick Partnership has made the following changes to our upcoming spring events. Redevelopment of Historic Whitehill’s Row in Downtown Frederick

What appears to be an inconspicuous row of three-story homes nestled along B&O Ave, is actually an exciting redevelopment project for the southeast corner of Downtown Frederick, Maryland. Originally built by Frederick businessman James Whitehill in 1858, the block of homes sit adjacent to the MARC train Brunswick Line, which offers weekday commuter service between Frederick and Washington D.C. For many years, the buildings were left largely unmodernized and, most recently, served as residentail rental units. However, in 2018, Frederick County natives Michael Gordon and David Bauer purchased the properties and have been busy rehabilitating the units into modernized four-bedroom, three-bathroom homes. After more than a year of painstaking renovations, the rewards of Bauer and Gordon’s investment are obvious. Each home features four levels of living space – from a fully renovated walkout basement level all the way to the third floor bedrooms – they left no detail unfinished. During a property tour with Bauer, he pointed out the many historic features they were careful to retain in the finished design, including the 34 windows across the front façade, which are all original to the building. Historic Charm and Modern Convenience in Downtown Frederick

In August 2017, a fire tore through the seven apartment units that occupied 126 S Market St, leaving the building uninhabitable and with hundreds of thousands of dollars’ worth of damage. After a painstaking rehabilitation by new owners Ingrid Smith and Gerardo Lapetina, the building is set to welcome new occupants as early as January 1, 2020. Now home to five completely new, luxury 1-bedroom apartments in the heart of Downtown Frederick, 126 S Market St is full of historic charm and character blended with modern convenience and aesthetics. The apartments have been thoughtfully designed, featuring beautiful custom kitchens with European appliances and granite countertops, sleek and spacious bathrooms with rainfall showers, new hardwood floors throughout, in-unit washer and dryers, digital thermostats and new HVAC, tank-less water heaters, keyless entry and ample storage. Each unit has its own unique layout and highlights many of the building’s original architectural features. The builders were careful to reuse elements from the the fire-ravaged building whenever possible — such as the reclaimed wood that makes up banisters, countertops and shelving throughout each unit. Downtown Frederick Partnership and the Frederick Police Department have partnered to create an easy to use pamphlet that provides information on services in Frederick for those in need or experiencing homelessness. The pamphlet includes information on where to find food, shelter, showers, restrooms, health and mental health, employment and legal, and other general outreach services. Addressing Fire Risks in Downtown Frederick

In January 2019, Downtown Frederick Partnership announced two new grant programs to address the risk of fire in historic buildings – the Downtown Frederick Fire Suppression Incentive Program and the Attic Fire Separation Program. As an outgrowth of the Partnership’s 2020 Strategic Plan and the Live Downtown Frederick goal of welcoming 335 new residents to Downtown Frederick by 2020, these programs are some of the first of their kind to address the known risk of fire damage in historic downtown environments. * 2020 Update: In response to the COVID-19 pandemic, untapped funds from the Attic Fire Separation Program were transitioned to support increased demand for the Partnership’s Mission: Interior grant program, funding interior building improvements for downtown businesses. The Downtown Frederick Fire Suppression Incentive Program addresses the high costs of installing sprinklers in smaller commercial/multi-family/mixed use buildings. These smaller buildings are disproportionately impacted by the cost of sprinkler installation, which may make it financially infeasible. Kids in the City: Susan and Jeremy Kelley

Like a lot of new parents, the birth of their first child meant it was time for Susan and Jeremy Kelley to trade their small starter home in on a bigger house. But the couple, who’d spent the past decade living in a turn of the century row house across Patrick Street from the fairgrounds and a few doors down from the house Patsy Cline once called home, didn’t head to the suburbs. Instead, they bought a three-story detached townhouse on E. Second Street. “We’d always wanted to be closer into downtown,” says Susan. And the fact that they had a toddler didn’t discourage them. “So many people feel like they need to disengage when they have kids and I felt like we need to engage more,” says Jeremy. Once a boarding house, the home is currently divided into three units. The largest apartment, which meanders over all three levels, is home to the couple and their two children – Jack and his little sister Jane, who was born after the move. “What I like about this house is that it’s a house we can grow into,” says Jeremy. Downtown’s Millennial Migration: Erik Moore

After attending college in Pittsburg and working in financial services there, Frederick native Erik Moore didn’t immediately leap at the chance to return home and join the family business. “Pittsburg’s just bigger, so there was a little hesitation,” says Erik, the Financial Planning Services & Analysis Manager with Moore Wealth, Inc., a concierge wealth management firm with offices in Downtown Frederick. But Erik, who grew up in Spring Ridge, didn’t immediately rule out a homecoming, either. “I’ve never lived in Frederick as an adult and so there was a lot I hadn’t experienced before,” he says. A lot of those experiences are brand new, too. Frederick – especially downtown – isn’t quite the same place he knew as a teen. “There’s a lot of stuff coming to Frederick that’s appealing to people my age,” says Erik, “the new rooftop bar at Brewer’s Alley has been a real hit.” So, after a few trips home to sample the scene, Erik and his fiancé made the move from Pittsburgh to Frederick in November of 2016.
